BIR accredited POS in the Philippines: what it means and how you get there
Two different steps get confused constantly: the software is accredited, and your machine is registered. You only control the second.Menue POS has not launched. BIR accreditation is its launch position. That is not a certificate held today, so if you need an accredited machine running now, Menue is not yet the answer and this page is here to explain the process rather than to sell you one.
How the process runs
1. The software is accredited, by its supplier
Accreditation is granted to the POS software and its provider, not to you. It is the supplier who submits the system to the BIR National Office for evaluation and holds the resulting certificate. This is the step a merchant cannot do alone, and it is why the accredited list matters when you are choosing a system.2. You register your machine on eAccReg
eAccReg is the BIR's online portal for the accreditation and registration of CRM and POS machines. You enrol, then register each machine you intend to use. Registration is per machine and per branch, so a second till and a second outlet are separate entries.3. The BIR issues a Permit to Use and a MIN
A Permit to Use, the PTU, authorises that specific machine at that specific branch. Along with it comes a Machine Identification Number, the MIN, which has to appear on what the machine prints. Documents go to your own Revenue District Office and the RDO sets the pace.4. Then the daily obligations begin
A registered machine carries duties: an unbroken invoice sequence, a Z-Reading at the close of each business day, an eJournal that cannot be altered, and retention of the records. The obligations are the point of the registration, not an afterthought to it.What accredited mode will do at launch
·Sequential Sales Invoices will cover orders that arrive through your website too, so one unbroken series runs across the counter and online rather than two systems each keeping their own numbering.
·X and Z readings will be produced, with the Z-Reading closing the business day.
·A VAT breakdown will show if you are VAT-registered, or the Non-VAT marking with the gross amount if you are not.
·A Credit Memo will be raised on returns, instead of altering an invoice that has already been issued.
·Cashier PINs will be forced, with one active login, so an entry can be attributed to a person.
·An unalterable eJournal will be retained.
The part most systems leave to you
A registered machine needs one unbroken invoice sequence. If the website takes orders and the till takes orders, and they are separate systems, that series is being kept twice and reconciled by hand. Gaps are the first thing an examiner looks for.Menue will draw both from a single series, because the ordering website and the POS will be one system rather than two that integrate. Is Menue BIR accredited?
Not today. Menue POS has not launched, and BIR accreditation is its launch position rather than a certificate held right now.Until it launches there is nothing on this page you can switch on, and Menue should not be described as an accredited system before then. If you need an accredited machine in place before it launches, the honest answer is that Menue is not yet your option, and the BIR publishes the current list of accredited suppliers.
What is eAccReg?
eAccReg is the Bureau of Internal Revenue's online system for the accreditation and registration of Cash Register Machines, Point of Sale machines and other business machines that generate receipts or invoices. You enrol on the portal, then register each machine. It is where a Permit to Use application is filed and where the Machine Identification Number is issued.
What is a Permit to Use (PTU)?
A Permit to Use authorises one specific machine, at one specific branch, to issue invoices or receipts. It is issued through eAccReg by your Revenue District Office, and it comes with a Machine Identification Number, the MIN, which must appear on what the machine prints. A new machine or a new branch means a new registration.
What is the difference between an accredited system and a registered machine?
They are two different steps and merchants often conflate them. Accreditation is granted to the POS software and its provider by the BIR National Office: the supplier submits the system for evaluation and holds the certificate.Registration is what you do afterwards, per machine and per branch, through eAccReg, and it produces your Permit to Use and MIN. Choosing an accredited system does not by itself register your machine, and registering is not something the supplier can do on your behalf.
Do I need an accredited POS at all?
Not every business does. A machine that issues official invoices has to be registered, and the software has to be accredited. A business below the thresholds, or one issuing manual BIR-printed invoices, may not need one. Your own Revenue District Office is the authority on what applies to you, and this is worth confirming before you buy anything.
What will Menue do in BIR Accredited mode?
Accredited mode will issue sequential Sales Invoices covering online orders as well as counter sales, produce X and Z readings, show the VAT breakdown or the Non-VAT marking, raise a Credit Memo on returns, force cashier PINs with one active login, and keep an unalterable eJournal.A branch will also be able to move into accredited mode when its registration is ready, and back out after a clean Z-Reading, with everything already issued left exactly as it was. None of this is available yet.
Do orders from my website need to be on the same invoice series?
A sale is a sale wherever it came from, and the numbering has to be unbroken. This is the part that catches merchants out, because the website and the till are usually two systems each counting on their own. Menue will draw both from one series, since the ordering site and the POS will be the same system.
Is this tax advice?
No. This describes the BIR process in plain words for merchants. Requirements change, they vary by registration type and by district, and your own Revenue District Office has the final say. Confirm anything here with your accountant or your RDO before acting on it.
